Can we allow only managers to initiate 360 Feedback and HR to view all responses?

Yes, you allow only managers to initiate 360 Feedback and HR to view all responses. Follow these instructions:
Go to Product Configurations → Performance Management → Configure 360 Feedback.

Select Feedback can be initiated by manager for the employee and leave the other initiation options unchecked.

Under the viewing permissions, check HR Manager (and Manager if needed) for both individual respondent feedback and the consolidated feedback report.

Click Update to save the settings.
